The Horseracing Integrity and Safety Authority (HISA) announced on Tuesday a provisional suspension for trainer Angel Quiroz after two of his horses tested positive for a banned substance amid an investigation sparked by suspicious betting activity. Quiroz was linked to five horses that competed in separate races on August 9 at Saratoga Race Course in New York and Monmouth Park in New Jersey. Tests carried out shortly after the races revealed that two horses, Tepeyac and Scootaloo, had traces of albuterol, prompting HISA to impose the suspension.
Tepeyac won the fourth race at Monmouth Park on August 9, with its betting odds shifting dramatically from 8-1 to 3.8-1 before the race. Meanwhile, Scootaloo finished fourth in the third race at Saratoga that same day. Another horse trained by Quiroz, Bonita Rough, tested positive for albuterol in July, but it was not involved in the August 9 races under investigation. According to HISA’s notice of violation, Quiroz claimed a veterinarian had permitted the medication’s use on Bonita Rough, although it was originally prescribed for another horse; however, HISA has not received evidence to verify this claim.
Bradford J. Beilly, Quiroz’s lawyer, told ESPN that Quiroz intends to request a hearing to lift the provisional suspension. Beilly said they will demonstrate that Quiroz did not jeopardize the welfare of Bonita Rough, Scootaloo, and Tepeyac, and that there was a legitimate veterinarian-client relationship authorizing the administration of nebulized albuterol to these horses.
During the suspension, Quiroz is prohibited from racing, directing horses in official workouts, claiming HISA-covered horses, or bringing such horses into his barn. The investigation was prompted by unusual wagering patterns detected by bookmakers in the U.S., UK, and other countries on the five horses connected to Quiroz who ran on August 9, four of which, including Tepeyac, emerged victorious.
