Tottenham Hotspur and Leeds United are interested in signing Bilal El Cannas of Leicester City.

Players will be allowed to leave clubs that have recently been demoted for a fee of 26 million euros per GMS. It will be interesting to see if the two Premier League clubs are ready to pay for him.
