Chelsea have been handed a major sanction following the outcome of a Premier League investigation into historic financial breaches dating back to Roman Abramovich’s time as manager.

Journalist Ben Jacobs said the independent commission imposed a fine of £10.75 million, as well as additional sporting penalties related to transfer activity and academy recruitment.

The sanctions include an immediate nine-month suspension for academy players on their roster and a one-year transfer ban for first-team contracted players, with the latter continuing with a two-year ban unless the club commits a further breach.

Chelsea accepted both punishments after cooperating with the Premier League’s investigation.

Findings for Chelsea

The investigation focused on Mr Abramovich’s financial activities between 2011 and 2018, when he owned the club.

The Premier League said the investigation revealed undisclosed payments made by third parties linked to Chelsea to players, agents who were not properly registered and other intermediaries involved in transfers.

These payments were not reported to the league at the time, which constitutes a breach of the Premier League’s financial reporting rules and rules regarding the involvement of third parties in transfer and youth development structures.

In a statement, the Premier League explained that Chelsea accepted that these payments and their failure to disclose them breached the league’s requirements for clubs to act with integrity and maintain transparency in their financial dealings.

The most immediate sporting impact of the ruling is a nine-month ban on academy players from registering.

The move could have an impact on Chelsea’s young player acquisition strategy, an area that has historically been a priority as part of Chelsea’s long-term development model.

The suspension of his transfer ban to the top team is also significant. Chelsea will be able to sign senior players during the next transfer window, but any future breaches of financial regulations during the two-year probation period could result in full sanctions.

Despite the penalty, clubs are not expected to face point deductions or further financial penalties.

Chelsea acknowledged the findings and accepted the sanctions imposed by the committee.

The club reportedly cooperated with investigating authorities and stressed that the violations were related to activities under previous owners.
